David X. Sullivan, U.S. Attorney for the District of Connecticut, and Michael J. Krol, Special Agent in Charge of Homeland Security Investigations (HSI), New England, have announced charges against Luis Peterson Rohr Ferreira Borges, a 24-year-old Brazilian national. He is accused of assaulting federal officers during his arrest.
Court documents indicate that Ferreira Borges has a pending case in Connecticut Superior Court related to an arrest on September 16, 2023. The charges include assault on public safety personnel and other offenses such as breach of peace and intimidation based on bigotry or bias.
On October 10, 2023, the Department of Homeland Security issued an arrest warrant for Ferreira Borges for being unlawfully present in the United States under the Immigration and Nationality Act.
On January 28, 2025, ICE Enforcement and Removal Operations officers attempted to apprehend Ferreira Borges in Hartford. He allegedly fled in his vehicle, forcing two officers to push themselves off to avoid being run over. He then drove onto a sidewalk nearly hitting a bystander before fleeing.
Another attempt to arrest him occurred on June 7, 2025, in East Hartford where he led officers on a foot chase before fleeing in a vehicle with mismatched license plates. During this escape attempt, he reportedly hit a law enforcement vehicle.
Ferreira Borges was eventually apprehended on June 25, 2025, near Zion Street in Hartford after resisting arrest and displaying aggressive behavior towards ERO officers while being transported to the federal building.
He faces charges including assaulting federal officers which carries up to eight years imprisonment and retaliating against a federal official which could result in six years imprisonment.
U.S. Attorney Sullivan emphasized that these are allegations and each defendant is presumed innocent until proven guilty beyond reasonable doubt.
The investigation involves HSI and ICE Enforcement and Removal Operations with prosecution led by Assistant U.S. Attorney Neeraj N. Patel.
This case is part of Operation Take Back America aimed at addressing illegal immigration and organized crime activities across the nation using resources from various Justice Department initiatives like OCDETF and PSN.
