House Judiciary Committee alleges misuse of taxpayer dollars by Biden-Harris administration

Today, the House Judiciary Committee unveiled a memo entitled "The Biden-Harris Administration's Funding of Anti-Netanyahu Non-Governmental Organizations." The document outlines alleged misuse of taxpayer funds by the Biden-Harris Administration through various federal agencies, including the U.S. Agency for International Development (USAID) and the State Department. According to the memo, these funds were utilized both directly and indirectly to support organizations opposing Israeli Prime Minister Netanyahu as well as terrorist groups.

On March 26, 2025, Judiciary Committee Chairman Jim Jordan (R-OH) and Foreign Affairs Committee Chairman Brian Mast (R-FL) sent letters to six U.S. and Israeli non-governmental organizations (NGOs). These letters requested documentation concerning any grants or awards received from USAID or the State Department. The NGOs involved are Blue White Future, Movement for Quality Government in Israel, PEF Israel Endowment Funds, Jewish Communal Fund, Middle East Peace Dialogue Network, and Rockefeller Philanthropy Advisors. Collectively, these organizations have submitted 380 documents.

Key findings from the memo include that Blue White Future received funds from NGOs—some of which are U.S.-based grant recipients—and financed coalition headquarters for anti-Netanyahu judicial reform protests. The Biden-Harris Administration reportedly allocated $42,000 to Movement for Quality Government for "Civic Activism Training" in Israeli high schools. Additionally, PEF Israel Endowment Funds provided over $884 million to groups participating in anti-democracy protests in Israel.

The Jewish Communal Fund is said to have contributed over $42.8 million towards protest headquarters and major funders of anti-Netanyahu demonstrations. There are concerns that Middle East Peace Dialogue Network may be violating U.S. law by financing anti-democracy protests in Israel under its 501(c)(3) status. Rockefeller Philanthropy Advisors allegedly distributed portions of its $20 million in federal grants from the administration to entities supporting Israeli protests.

Moreover, it is claimed that U.S. government funding was directed towards NGOs linked with terrorism.

The committee continues its investigation and plans to expand its focus to additional American and Israeli NGOs potentially involved in redirecting U.S. government funds aimed at destabilizing the Israeli government or financially supporting terrorist organizations.
