Charleroi staffing agency owner sentenced for tax fraud and harboring illegal aliens

A Belle Vernon resident has been sentenced to 30 months in federal prison and ordered to pay over $3.6 million in restitution. Andy Ha, the owner of Prosperity Services, Inc., was convicted for failing to pay employment taxes and harboring individuals not legally authorized to be in the United States.

The sentence was handed down by United States District Judge Cathy Bissoon after Ha pleaded guilty in February 2025. Acting United States Attorney Troy Rivetti announced the sentencing.

According to court information, Ha employed unauthorized workers at his Charleroi staffing agency and housed them in a former hotel. He also filed false tax returns that reported less than 10% of Prosperity's employees, resulting in a tax loss exceeding $3.1 million within a year.

Assistant United States Attorney William Guappone led the prosecution for this case. Acting U.S. Attorney Rivetti praised the Internal Revenue Service-Criminal Investigation and Homeland Security Investigations for their role in the investigation that resulted in Ha's conviction.
