This is about law and order, national sovereignty and using our public lands to defend the American people."

The area in question has experienced ongoing illegal cross-border activities that pose national security risks and environmental harm. These activities have led to damage in wildlife habitats, increased erosion, and strained water sources due to off-route vehicle traffic, human footpaths, and illegal dumping. The transfer allows the Department of the Navy to work with U.S. Customs and Border Protection in securing the border while mitigating adverse effects on natural resources.

The Secretary exercised authority under the Federal Land Policy and Management Act for this withdrawal and transfer. Historically, these acres were reserved by President Theodore Roosevelt in 1907 as a measure against smuggling between the United States and Mexico.
