Goose Creek man pleads guilty in North Charleston bribery scheme

Hason Tatorian “Tory” Fields, a 51-year-old resident of Goose Creek, has admitted guilt to charges related to public corruption. The charges include conspiracy to commit bribery with respect to programs receiving federal funds and honest services wire fraud, as well as bribery and wire fraud themselves.

Investigators found that Fields worked with others to pay bribes to Sandino Moses, who was serving on the City Council for North Charleston representing District 7 at the time. The payments were made in exchange for Moses’s support in rezoning the Baker Hospital site while the application was under review by the City Council.

Fields could face up to 20 years in federal prison, along with a fine of up to $250,000, restitution payments, and three years of supervised release after any prison term. United States District Judge Richard M. Gergel accepted Fields’s guilty plea and will determine his sentence following a review of a report from the U.S. Probation Office.

The FBI Columbia Field Office and the South Carolina Law Enforcement Division led the investigation into this case. Assistant U.S. Attorneys Emily Limehouse and Whit Sowards are handling prosecution duties.
