An Albany, Oregon man has been sentenced to 42 years in federal prison for sexually abusing a toddler and distributing videos of the abuse online. Kevin Walter Taylor, 35, received a sentence of 504 months in prison and will be subject to a lifetime term of supervised release.
Scott E. Bradford, U.S. Attorney for the District of Oregon, commented on the sentencing: “The sexual abuse of this young child is reprehensible and is deserving of every month of the sentence that has been imposed by the court,” said Bradford. “The U.S. Attorney’s Office recognizes and thanks the Albany police officers and HSI special agents for rescuing this child within hours of learning of the abuse.”
Colin Jackson, Acting Special Agent in Charge at ICE Homeland Security Investigations (HSI) Seattle, also addressed the case: “HSI is unwavering in our commitment to protecting children and ensuring that those who exploit them are brought to justice,” said Jackson. “I am proud of the dedication and expertise demonstrated by our agents, analysts, and law enforcement partners in rescuing the victim from horrific sexual exploitation.”
According to court documents, HSI special agents discovered material depicting child sexual abuse online on September 8, 2023. The investigation quickly identified Taylor as likely committing these acts from his home in Albany. Within hours, HSI agents executed a federal search warrant at Taylor’s residence with assistance from Albany Police Department officers. That same night, Taylor was arrested and the toddler victim was rescued.
A review of Taylor’s cell phone revealed evidence documenting abuse occurring on the day he was arrested as well as videos recorded almost daily during the previous week. Agents also found chats where Taylor discussed his abuse of the toddler victim and shared related videos.
Further investigation uncovered additional chats where Taylor talked about plans to kidnap other children and expressed interest in filming minors in public places such as grocery stores. Videos consistent with these discussions were found on his devices; some focused on children’s mid-sections or showed him tossing fluids onto unsuspecting women in public spaces. The identities of these filmed individuals remain unknown.
On October 19, 2023, a federal grand jury indicted Taylor on ten counts including sexually exploiting a child, distributing child pornography, and possessing child pornography. He pleaded guilty to all charges on December 10, 2024.
The case involved cooperation between HSI Portland; HSI Charlotte; Boone Police Department in North Carolina; Albany Police Department; Assistant United States Attorney William M. McLaren; and Linn County District Attorney’s Office.
