A federal grand jury has indicted Kleider Enrique Garcia Ochoa, a 30-year-old Venezuelan national residing in the United States without legal authorization, on charges related to child exploitation and obscenity. Acting United States Attorney Ellison C. Travis announced that Ochoa faces two counts: attempted enticement of a minor and attempted transfer of obscene material to a minor. Ochoa appeared in court for his arraignment and entered a plea of not guilty.
According to the indictment, Ochoa allegedly used social media applications under the name “Conociendo” on or about March 31, 2025, to try to persuade an individual he believed was a 15-year-old male in Baton Rouge, Louisiana, to engage in illegal sexual activity. He is also accused of sending obscene material to this individual.
If convicted, Ochoa could face at least ten years and up to life imprisonment, a fine of up to $250,000, supervised release for life, and mandatory sex offender registration. Upon completion of any sentence imposed, he would be subject to removal or deportation from the United States.
The investigation is being conducted by U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI) within the U.S. Department of Homeland Security, and the Livingston Parish Sheriff’s Office. Assistant United States Attorney Edward H. Warner and Special Assistant United States Attorney Allen Ross are prosecuting the case.
The prosecution falls under Project Safe Childhood—an initiative started by the Department of Justice in May 2006 aimed at combating child sexual exploitation online by coordinating federal, state, and local resources for investigation and victim identification efforts. This case is also part of Operation Take Back America—a program utilizing Department of Justice resources against illegal immigration as well as organized crime groups—with collaboration from initiatives such as OCDETFs (Organized Crime Drug Enforcement Task Forces) and Project Safe Neighborhood (PSN).
"An indictment is an accusation by a grand jury. The defendant is presumed innocent until and unless adjudicated guilty at trial or through a guilty plea."
