Hayes, U.S. Attorney for the District of Maryland, along with officials from the FBI’s Baltimore Field Office, the Baltimore Police Department, and Towson University Police Department.

According to court documents, Campbell admitted to sexually abusing an 11-year-old victim. On two occasions in October 2023 and February 2024, he recorded videos of himself abusing the child while the victim appeared to be sleeping. In addition, Campbell used a hidden camera on five separate occasions in 2023 and 2024 to record videos of the victim undressing in a bathroom. He stored these videos on his phone.

Campbell faces a mandatory minimum sentence of 15 years and up to 60 years in federal prison. He may also be subject to lifetime supervised release after serving his sentence. Sentencing details will be provided at a later date.

The case is part of Project Safe Childhood, an initiative started by the Department of Justice in May 2006 aimed at combating child sexual exploitation and abuse by coordinating efforts among federal, state, and local agencies.
