Jacksonville residents plead guilty in multi-kilo fentanyl trafficking operation

Five individuals from Jacksonville and Sumterville have pleaded guilty to charges related to a large-scale drug trafficking conspiracy involving fentanyl and methamphetamine. The U.S. Attorney for the Middle District of Florida, Gregory W. Kehoe, announced that Aaron Jarvis McGhee, Shikita Lashelle James, Johnny Angelo Pack, Natra Antonio Jones, and Bobby Warren Harvey, Jr., admitted to conspiring to distribute more than 400 grams of fentanyl. In addition, James, Pack, Jones, and Harvey pleaded guilty to possessing with intent to distribute fentanyl or methamphetamine.

Each defendant faces a minimum sentence of 10 years in federal prison. Sentencing hearings for McGhee, James, Pack, and Harvey are scheduled for December 11, 2025; Jones’s sentencing date has not been set.

Court documents reveal that between 2022 and 2023 the group operated a drug trafficking organization that purchased fentanyl and methamphetamine from suppliers in Mexico. The drugs were transported through Houston before being brought into Jacksonville for distribution. While serving time in federal prison for an earlier conviction related to drug conspiracy, McGhee used a contraband cellphone to coordinate transactions across the southern border into Texas. Pack was responsible for securing shipments in Texas and bringing them back to Florida.

Once in Jacksonville, Pack delivered the shipments to residences belonging to James. She stored the drugs at these locations before distributing them further within Duval and Clay Counties through retail dealers. Jones and Harvey acted as runners by transporting both drugs and proceeds within Jacksonville.

Between April and May 2023 members of this organization regularly traveled between Jacksonville and Houston on commercial flights—typically staying only one day in Houston before returning home. On April 28, 2023 Drug Enforcement Administration (DEA) agents observed James dropping off Jones and Harvey at Jacksonville International Airport where they checked two bags each as luggage. Agents seized all four bags after obtaining search warrants; $399,800 was found inside Jones’s suitcases while Harvey’s contained approximately five kilograms of fentanyl along with $373,980.

Further investigation led DEA agents on May 16, 2023 to execute search warrants at two residences belonging to James in Jacksonville. At one location they recovered roughly $824,909 in cash alongside about 6.7 kilograms of fentanyl, 4.4 kilograms of methamphetamine, one kilogram of heroin—and five loaded firearms. At another house agents found around $28,000 in cash with approximately 5.4 kilograms of methamphetamine plus four loaded firearms.

The case is being investigated by the Drug Enforcement Administration together with the Jacksonville Sheriff’s Office. Assistant United States Attorneys Kirwinn Mike and Elisibeth Adams are prosecuting.
