Convicted doctor ordered to pay restitution and surrender property after opioid case

An Oakton physician, David Allingham, has been ordered to forfeit a $168,000 money judgment and two properties after being sentenced to 13 years in prison for improperly prescribing opioids and amphetamines. He must also pay $169,244 in restitution to three victims.

Court records show that Allingham, age 65, operated the Oakton Primary Care Center (OPCC), advertising his services as an “Addiction Medicine Family Doctor” with expertise in treating addiction. Between April 2019 and January 2024, he issued prescriptions for opioids and amphetamines without adequate patient assessment. These actions were outside accepted medical practices and did not serve legitimate medical purposes.

Authorities said Allingham renewed opioid prescriptions without examining patients in person. He told staff to use smaller “mom and pop” pharmacies so patients could avoid scrutiny while receiving high-dose opioid prescriptions. In addition, he prescribed amphetamines for weight loss to several chronic pain patients even if they were not obese, which violated regulations.

Several of Allingham’s patients died from drug overdoses within hours, days or weeks after receiving oxycodone prescriptions from him.

In 2024 the Drug Enforcement Administration (DEA) served an Immediate Order to Show Cause (ISO), resulting in Allingham surrendering his DEA registration number and losing authority to handle controlled substances.

The Fairfax County Police Department assisted with the investigation.
