The American Hospital Association (AHA) has expressed its support for the Preserving Patient Access to Accountable Care Act. This legislation aims to extend Medicare's Advanced Alternative Payment Model (APM) incentive payments and maintain the necessary qualifying thresholds.
In comments directed at both House and Senate sponsors of the bill, the AHA said, "The Medicare Advanced APM incentive payments prevent attrition in value-based care models and provide crucial resources to hospitals and health systems." The organization emphasized that while clinicians participating in Advanced APMs will see a modest increase in the Medicare Physician Fee Schedule conversion factor starting in 2026, this increase alone is not enough to encourage participation or retention in these models.
The AHA further explained that these incentive payments are essential for enabling clinicians and hospitals to invest in care redesign, coordination, and technology infrastructure. Such investments are necessary for successful participation in Advanced APMs.
