Youngstown man sentenced to 23 years for trafficking fentanyl and methamphetamine

A Youngstown man has been sentenced to 23 years in federal prison for distributing large quantities of controlled substances, including fentanyl, methamphetamine, and cocaine, in the Youngstown area.

Rayshawn Hall, 24, received a 276-month sentence from U.S. District Judge Christopher A. Boyko after pleading guilty in April to several charges. These included one count of distribution of fentanyl, three counts of distribution of methamphetamine, one count each of possession with intent to distribute methamphetamine and cocaine, and two counts related to attempted possession with intent to distribute methamphetamine and fentanyl.

Hall will also serve three years of supervised release following his imprisonment. The sentencing took place on September 3, 2025.

According to court documents, between August 11 and October 17, 2023, investigators carried out multiple controlled drug purchases from Hall involving fentanyl, methamphetamine, and cocaine. A search warrant executed at Hall’s residence led agents to seize more than $56,000 in cash along with other evidence linked to illegal drug activity. Authorities also found a box with a FedEx shipping label from Spring Valley, California inside a black Chrysler vehicle on the property. Laboratory analysis confirmed that the package contained over 9.8 kilograms (about 21 pounds) of high-purity methamphetamine and nearly one kilogram (about two pounds) of fentanyl. In total, at least 90,000 kilograms of converted drug weight were attributed to Hall’s actions.

The investigation was conducted by the U.S. Department of Homeland Security Investigations and the Mahoning County Law Enforcement Task Force.
