Charleston woman pleads guilty to methamphetamine distribution charge

Tiffany Dawn Shaffer, a 36-year-old resident of Charleston, has pleaded guilty to federal charges of possession with intent to distribute methamphetamine. The plea was entered in the United States District Court for the Southern District of West Virginia.

Court records indicate that on June 17, 2025, law enforcement stopped Shaffer's vehicle near St. Albans. During the stop, Shaffer admitted to having two pounds of methamphetamine in her car.

At the time of her arrest, Shaffer was already on supervised release following a previous conviction for distribution of five grams or more of methamphetamine. That conviction took place on June 28, 2021, in the same federal district court. Her criminal history also includes convictions for conspiracy to operate a clandestine drug laboratory and being a felon in possession of a firearm.

Shaffer is scheduled for sentencing on December 15, 2025. She faces up to 20 years in prison, at least three years of supervised release, and a fine that could reach $1 million.

"Acting United States Attorney Lisa G. Johnston made the announcement and commended the investigative work of the St. Albans Police Department and the assistance provided by the Metropolitan Drug Enforcement Network Team (MDENT), which is composed of the Charleston Police Department, the Kanawha County Sheriff’s Office, the Putnam County Sheriff’s Office, the Nitro Police Department, the St. Albans Police Department and the South Charleston Police Department."

The case is being prosecuted by Assistant United States Attorney JC MacCallum and was heard by United States District Judge Joseph R. Goodwin.
