Sandra Pavlock, also known as Sondra L. Pavlock, has pleaded guilty to charges related to a narcotics conspiracy in federal court. The announcement was made by U.S. Attorney Michael DiGiacomo for the Western District of New York. Pavlock, 45, from Jamestown, admitted before U.S. District Judge John L. Sinatra, Jr., to conspiring to possess with intent to distribute and to distribute heroin, fentanyl, methamphetamine, and cocaine. The offense carries a maximum sentence of 20 years in prison and a $1 million fine.
Assistant U.S. Attorney Joshua A. Violanti stated that Pavlock was an associate of Zaid Mendoza, who is identified as a drug trafficker based in Jamestown. According to Violanti, "Pavlock was an associate of Zaid Mendoza, a Jamestown-based drug trafficker, distributing heroin, fentanyl, cocaine, and methamphetamine to other individuals on Mendoza’s behalf." She used Facebook for her drug trafficking activities and often communicated with Mendoza about the conspiracy.
On February 9, 2024, law enforcement stopped a vehicle in which Pavlock was riding with others. Officers searched the vehicle and found methamphetamine belonging to Pavlock. She was convicted of criminal possession of a controlled substance in the seventh degree in Jamestown City Court and sentenced to 90 days in jail.
Later that month on February 29, officers executed a search warrant at a Charles Street residence where Pavlock was present with others. During this search they recovered cocaine and oxycodone tablets along with $478 in cash and drug paraphernalia. As a result she was convicted of criminal possession of a controlled substance in the fifth degree in Chautauqua County Court and sentenced to one year in prison.
The investigation involved Homeland Security Investigations led by Special Agent-in-Charge Erin Keegan; the Chautauqua County Sheriff’s Office under Sheriff James Quattrone; the Drug Enforcement Administration under Special Agent-in-Charge Frank Tarentino; and the Jamestown Police Department led by Chief Timothy Jackson.
Sentencing is set for March 10, 2026 before Judge Sinatra.
