In his new position, Stamper oversees border security operations in the northeastern United States and manages all aspects of border enforcement. His responsibilities include preventing illegal entries, stopping illicit activities, and working with federal, state, and local agencies to maintain safety in the region.
Before this appointment, Stamper served as a liaison and military advisor to the Office of the Secretary at the U.S. Department of Homeland Security. He provided guidance on collaboration between agencies and on military support to U.S. Customs and Border Protection (CBP), drawing from his experience in law enforcement and border security.
Stamper’s previous assignments included leading daily operations at the Centralized Processing Center in El Paso, Texas—the largest such facility in the country—where he managed detention, processing, transportation, and removal operations for undocumented individuals with a staff of more than 2,000 people.
He also worked as Division Chief at USNORTHCOM where he increased Department of Defense support to CBP by over 300%. In North Dakota’s Grand Forks Sector, he was responsible for strategic mission guidance along 861 miles of international border.
Stamper’s career includes leadership roles along both northern and southern borders: Border Patrol Agent on the Southwest Border; Supervisory Border Patrol Agent at Laredo North Station in Texas; Operations Officer and Special Operations Supervisor at Havre Sector Headquarters in Montana; Patrol Agent in Charge of Grand Forks Sector Intelligence Unit in North Dakota; as well as service at USBP Headquarters in Washington D.C.
He began his work with U.S. Border Patrol in 2008 after graduating from USBP Academy Class 761. Prior to joining federal service, Stamper spent more than five years as a Sheriff’s Deputy with Montgomery County Sheriff’s Office in Christiansburg, Virginia.
Stamper holds a Bachelor of Science degree in Accounting.
“I am honored to assume the role of Chief Patrol Agent for the Houlton Sector. This position carries immense responsibility, and I am resolute in my commitment to safeguarding our Nation’s borders with unwavering integrity, professionalism, and respect. Border Security is not optional; it is the foundation of National Security," Stamper said.
"As Chief Patrol Agent, I will ensure that the agents here in Maine have the resources, support, and leadership necessary to execute their mission effectively. Additionally, I will prioritize strengthening our relationships with state, local, and international partners to enhance domain awareness and drive collaborative law enforcement efforts that protect our communities and uphold the rule of law," he added.
"The security of our Nation demands vigilance, accountability, and action, and I will accept nothing less.”
