The strategy mandates that recipient countries co-finance program costs, which is expected to benefit American companies and prevent foreign aid from being used to promote certain ideologies.

The strategy highlights findings from congressional reports indicating that 60% of foreign aid costs are allocated to overhead expenses, which some view as a financial resource for progressive politics in Washington, D.C. Additionally, it calls for increased collaboration with pro-life and pro-family local churches and aims to create jobs both in the United States and Africa.

Since 2001, the United States has been a leader in global health support, contributing $204 billion worldwide. The Heritage Foundation plans to continue advocating against programs they believe misuse taxpayer funds while supporting initiatives that provide tangible benefits to Americans and international partners.
