D.C. man charged with felony murder in Southeast Washington shooting

Richard Holmes, a 35-year-old resident of Washington, D.C., has been arrested and charged in connection with a homicide that took place on August 26, 2025, in Southeast Washington. The announcement was made by U.S. Attorney Jeanine Ferris Pirro.

Holmes appeared for the first time in court on September 24, 2025, before Superior Court Magistrate Judge Heide Herrmann. Judge Herrmann found probable cause to support the charge of first-degree murder while armed (felony murder) and ordered Holmes to be held without bond until a detention hearing set for October 8, 2025.

Court documents state that Holmes allegedly shot and killed Franck Foute Mohdjiom, aged 31, during an attempted robbery before fleeing the scene. The Metropolitan Police Department’s Fugitive Unit took custody of Holmes on September 23, 2025, while he was already being held at the D.C. Jail for an unrelated matter.

Chief Pamela Smith of the Metropolitan Police Department joined U.S. Attorney Pirro in making the announcement.

The case is under investigation by the Metropolitan Police Department and is being prosecuted by Assistant United States Attorney Christopher Carson.
