President orders extension for multiple federal advisory committees through September 2027

ORGANIZATIONS IN THIS STORY

The President has issued an order extending the operation of several federal advisory committees until September 30, 2027. The directive is made under the authority granted by the Constitution and United States law, specifically in accordance with chapter 10 of title 5 of the U.S. Code, known as the Federal Advisory Committee Act.

The advisory bodies continued by this order cover a range of areas including national security, public health, education, environmental policy, and historic preservation. Among those listed are the Committee for the Preservation of the White House; President’s Commission on White House Fellowships; President’s National Security Telecommunications Advisory Committee; Presidential Advisory Council on HIV/AIDS; President’s Council on Sports, Fitness, and Nutrition; Interagency Task Force on Veterans Small Business Development; and several national monument advisory committees.

According to the order: "Each advisory committee listed below is continued until September 30, 2027." The document specifies which federal department or agency will oversee each committee during this period.

The order also states: "Notwithstanding the provisions of any other Executive Order, the functions of the President under the Federal Advisory Committee Act that are applicable to the committees listed in section 1 of this order shall be performed by the head of the department or agency designated after each committee, in accordance with the regulations, guidelines, and procedures established by the Administrator of General Services."

Sections 1 and 2 of a previous executive order from September 29, 2023 (Executive Order 14109), are now superseded by this new directive.

Regarding implementation and legal effect, it says: "Nothing in this order shall be construed to impair or otherwise affect: (i) the authority granted by law to an executive department or agency, or the head thereof; or (ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals." It further clarifies that no rights or benefits are created enforceable at law against any part of government as a result of this order.

The provisions take effect on September 30, 2025.
