The Stimson Center, in collaboration with the Doha Forum, the International Peace Institute (IPI), the Global Governance Innovation Network (GGIN), and the Global Institute for Strategic Research at Hamad Bin Khalifa University (HBKU), has launched the Future of International Cooperation Report 2025 (FIC’25). The report was introduced last week in New York during a high-level event held alongside the 80th United Nations General Assembly. This marks the seventh edition of the Doha Forum’s flagship report series and highlights ongoing efforts to promote reform in global governance.
FIC’25 is centered on the theme “Justice in Action: Beyond Promises to Progress.” The report explores challenges related to global justice, which are intensified by factors such as inequality, insecurity, exclusion, corruption, and environmental decline. It calls for guiding principles that support more inclusive and accountable international cooperation. According to the report, three main areas—political-judicial, socioeconomic, and environmental—require changes in governance to protect rights and fulfill collective goals.

The launch event included a panel discussion titled "Justice in Action: Beyond Promises to Progress," co-hosted by all partner organizations involved in producing FIC’25. Policymakers, researchers, and civil society leaders attended the event to discuss findings from FIC’25 and their potential impact on future international cooperation efforts.
FIC’25 will also be a focal point at Doha Forum 2025 scheduled for December 6–7 in Doha under the same theme.
