Senate committee advances ROTOR Act and pipeline safety legislation

The Senate Committee on Commerce, Science, and Transportation advanced several key legislative measures during an executive session held on October 21, 2025. Among the most notable actions was the bipartisan agreement reached by Senators Cruz and Cantwell on the Rotorcraft Operations Transparency and Oversight Reform (ROTOR) Act. According to the committee, this legislation aims to enhance aviation safety following a fatal plane crash at Ronald Reagan Washington National Airport in January. "The ROTOR Act will make flying safer in light of January’s fatal plane crash at Ronald Reagan Washington National Airport," committee leaders stated.

Additionally, the committee passed the PIPELINE Safety Act of 2025, which is designed to support the secure movement of American energy resources. "The PIPELINE Safety Act of 2025 will help ensure the continued safe and secure movement of American energy," the committee announced.

During the same session, three nominees for positions within the Commerce and Transportation Departments were approved. Harry Kumar of New York was nominated to be Assistant Secretary of Commerce for Legislative and Intergovernmental Affairs, receiving 15 votes in favor and 13 against. Joyce Meyer of Virginia was approved as Under Secretary of Commerce for Economic Affairs with an identical vote count. Seval Oz of California received 16 votes in favor and 12 against for the position of Assistant Secretary of Transportation for Research and Technology.

Several other legislative items were also passed by voice vote, including:

- The National STEM Week Act, with amendments.

- The Integrated Ocean Observation System Reauthorization Act of 2025, with multiple amendments.

- The Digital Coast Act, with amendments.

- The Young Fishermen’s Development Extension Act, with amendments.

- The Global Investment in American Jobs Act of 2025, with amendments.

- The Foreign Robocall Elimination Act, with multiple amendments.

These legislative actions reflect ongoing efforts by the Senate Committee on Commerce, Science, and Transportation to address transportation safety, economic development, environmental monitoring, workforce support, foreign investment, and consumer protection.
