The United States and Cambodia co-chaired the sixth U.S.-ASEAN Cyber Policy Dialogue in Singapore on October 21, 2025. The event brought together representatives from both countries and ASEAN member states to discuss cybersecurity issues affecting the region.
According to a joint statement, participants addressed cyber threats posed by malicious actors and discussed ways to strengthen collective cybersecurity measures. They emphasized the need for increased readiness, resilience, and improved defenses for critical infrastructure. The group noted the recent launch of the ASEAN Regional Computer Emergency Response Team (CERT) as a step forward in regional cooperation. Opportunities for further collaboration were identified, including technical assistance to enhance the ASEAN Secretariat’s networks.
Participants also highlighted the release of the ASEAN Cybersecurity Cooperation Strategy (ACCS) 2026-2030 and joint efforts between the United States and ASEAN member states to prioritize cybersecurity within the ASEAN Regional Forum. These actions were cited as evidence of a shared commitment to maintaining a secure cyberspace.
Efforts to combat transnational scam operations were another focus of discussion. Progress was reported by the ASEAN Anti-Online Scams Working Group, which held three U.S.-sponsored workshops in 2024 and 2025 with support from U.S. industry partners. Participants agreed to increase cooperation through this working group mechanism and expressed interest in anti-scam operations enabled by bilateral memoranda of understanding.
The United States introduced plans for a new program aimed at raising public awareness about online scams in ASEAN countries. Both public-private partnerships and private sector involvement were recognized as important factors in promoting stable cyberspace conditions and fighting online scams. The U.S.-ASEAN Business Council delegation pointed out opportunities for deeper engagement with businesses on recovery services for scam victims, regulatory matters, licensing, and sharing information about cyber threats.
Looking ahead, participants committed to exploring options for holding the seventh U.S.-ASEAN Cyber Policy Dialogue in 2026 during Singapore International Cyber Week. Further discussions are anticipated at the 2026 ASEAN Digital Ministers’ meeting.
