United States and South Korea sign memorandum on technology cooperation

The United States and the Republic of Korea have announced a new Memorandum of Understanding (MOU) aimed at expanding cooperation in science and technology. The agreement, referred to as the “U.S. – Korea Technology Prosperity Deal,” seeks to foster innovation and strengthen ties between the two countries.

According to the MOU, both governments express a shared interest in advancing science and technology capabilities and standards. They emphasize that this collaboration is intended to support freedom and prosperity for future generations.

The document highlights the value of bilateral cooperation in science and technology as a way to improve citizens’ lives in both nations. It also notes that deepening partnerships across the Pacific can help promote regional stability.

The stated purpose of the MOU is “to enable collaboration towards joint opportunities of mutual interest in strategic science and technology disciplines.”

Key areas identified for cooperation include accelerating artificial intelligence (AI) adoption and innovation. The agreement outlines intentions to work together on AI policy frameworks, promote trusted AI technologies, develop datasets suitable for AI use, enforce technology protection measures, advance industry standards, and focus on digital wellbeing for children.

In addition, both parties intend to enhance their longstanding collaboration on key technologies with an aim toward global leadership.

Operationally, the MOU will take effect upon signature by both parties. Either country may modify or discontinue participation by providing written notice; discontinuation would begin 180 days after such notice is delivered. Implementation will be managed through a Joint Committee Meeting mechanism.

The MOU clarifies that it does not create any legally binding obligations nor alter existing agreements between the two countries. All cooperation will occur within applicable national laws and international commitments, without obligating either party to spend funds.

“This MOU does not constitute or create and is not intended to constitute or create any legally binding obligations,” states the document. “Nothing in this MOU is intended to alter or affect any existing agreements between the Participants.”

The agreement was signed in duplicate in English by representatives from both governments.
