HUD announces federal disaster assistance package following Missouri spring storms

The U.S. Department of Housing and Urban Development (HUD) has announced new federal disaster assistance for Missouri following severe storms, straight-line winds, tornadoes, and flooding that occurred from March 30 to April 8, 2025.

HUD Secretary Scott Turner stated, “HUD serves every American and works alongside communities to help rebuild homes, neighborhoods, and businesses after severe storms. To support Missourians during this time of need, HUD is providing financial flexibility and disaster recovery resources to affected communities.”

U.S. Senator Eric Schmitt (R-MO) expressed appreciation for the aid: “This much-needed assistance will give Missourians the flexibility and support they need to rebuild their communities and recover after the March 30 – April 8 storms. I am grateful to Secretary Turner and President Trump for their continued leadership and look forward to working together to ensure this aid swiftly reaches those who need it.”

U.S. Representative Mark Alford (R-MO-04) said, “Communities in Missouri are still reeling from the devastating storms from March 30 - April 8, 2025. We are deeply grateful to the Trump Administration for providing much needed support. This latest round of relief from the Department of Housing and Urban Development will be critical for both homeowners and renters. We thank Secretary Turner for prioritizing the recovery of Missourians.”

U.S. Representative Eric Burlison (MO-07) added, “Our communities have endured tremendous hardship from these recent storms, and this assistance will provide critical relief for families working to recover. I’m grateful for the support and flexibility being offered to help Missourians rebuild stronger.”

President Trump issued a major disaster declaration for Missouri on May 23, 2025.

As part of its response measures now in effect:

A foreclosure moratorium lasting 90 days has been put in place on mortgages insured by FHA as well as mortgages guaranteed under HUD’s Section 184 Indian Home Loan Guarantee program in areas covered by a Presidential Major Disaster Declaration (PDD). The Office of Native American Programs will notify lenders about this policy; Home Equity Conversion Mortgages also receive an automatic extension.

Homeowners affected should contact their mortgage servicer or call HUD’s FHA Resource Center at 1-800-304-9320 or email answers@hud.gov for more information.

For those whose homes were destroyed or significantly damaged, HUD’s Section 203(h) program allows eligible borrowers access to FHA insurance with up to full financing including closing costs through participating lenders.

Through Section 203(k), individuals can finance both home purchase/refinance along with repairs via a single mortgage if their home was damaged.

HUD is sharing data with FEMA and state agencies regarding available housing units through Public Housing Agencies or multi-family owners in impacted counties; subject matter experts will assist with program information.

Community Planning and Development grantees—including recipients of CDBG, HOPWA, CoC, ESG, HOME Investment Partnerships Program funds—may apply for administrative flexibilities due to the declared disaster area status; details are available via local CPD field offices.

Public Housing Agencies can request waivers necessary for disaster recovery if located within an active PDD area; guidance is provided in Federal Register Disaster Relief Notice documentation online.

HUD-approved housing counseling agencies remain ready to assist all affected residents regardless of loan type; free foreclosure prevention counseling is available by phone at 1-800-569-4287 or through online lookup tools supporting over 200 languages.

Finally, HUD’s Office of Fair Housing and Equal Opportunity provides support against housing discrimination post-disaster. Complaints may be filed by calling HUD at 1-800-669-9777 or visiting its website portal; deaf or hard-of-hearing individuals can use Federal Relay Service at 1-800-877-8339.
