Melissa Holyoak named interim US attorney for District of Utah

Melissa Holyoak, who has served as a Commissioner of the Federal Trade Commission (FTC) since March 2024, has been appointed as Interim US Attorney for the District of Utah. The appointment was made by United States Attorney General Pam Bondi. Holyoak’s final day at the FTC was November 17, 2025.

FTC Chairman Andrew N. Ferguson commented on her departure: “Melissa is a woman of keen judgement, deep integrity, and unfailing commitment to the rule of law. It has been a blessing to serve alongside her for almost four years as fellow Commissioners and state solicitors general. She will be sorely missed at the FTC. But our loss is Utah’s great gain. As US Attorney she will be a fearless champion for the people of Utah and for President Trump’s Golden-Age agenda. I will be rooting for her in her new role.”

Holyoak, a Republican, was nominated to the FTC by President Biden in July 2023 and confirmed by the Senate in March 2024. During her time at the agency, she focused on enforcing antitrust and consumer protection laws while adhering to constitutional and statutory guidelines. She spoke about competition enforcement, adapting existing laws to new technology trends, and protecting minors online.

Before joining the FTC, Holyoak worked as Solicitor General with the Utah Attorney General’s Office where she led several divisions including civil appeals, criminal appeals, constitutional defense, special litigation, antitrust, and data privacy. Earlier in her career she held positions such as president and general counsel at Hamilton Lincoln Law Institute in Washington D.C., as well as roles with public interest organizations like Competitive Enterprise Institute and Center for Class Action Fairness.

Holyoak received both her undergraduate degree and J.D. from the University of Utah.
