Subcommittee examines impact of time policies on travel industry and local economies

Congressman Gus Bilirakis, who chairs the Subcommittee on Commerce, Manufacturing, and Trade, addressed the economic significance of tourism during a hearing titled "Daylight and Destinations: Examining Time, Travel, and Tourism." In his opening statement, Bilirakis emphasized how tourism supports local businesses in Florida’s 12th District and across the nation.

Bilirakis shared personal reflections about growing up in Tarpon Springs, Florida. He highlighted local attractions such as the Sponge Docks and annual Epiphany celebration that draw visitors from around the world. The Congressman also mentioned activities like swimming with manatees in Crystal River and attending live Mermaid shows at Weeki Wachee Springs. He noted Pasco County's sports tourism industry as another contributor to the region’s economy.

To underscore tourism’s impact in Florida, Bilirakis introduced into the record a study commissioned by Visit Florida on tourism’s economic contributions to the state. He also referenced Visit Florida’s Marketing Effectiveness survey examining tourist preferences.

Nationally, Bilirakis stated that travelers spent about $1.3 trillion last year, which generated nearly $3 trillion in economic output and supported over 15 million jobs. Spending by international visitors exceeded $250 billion. With upcoming events like the 2026 FIFA World Cup and 2028 Los Angeles Olympics approaching, he said these occasions present opportunities for communities throughout the country.

He discussed Brand USA—a public-private partnership responsible for marketing American destinations abroad—and its role in attracting international visitors without using taxpayer dollars. “I was proud to author the bipartisan Travel Promotion, Enhancement, and Modernization Act of 2014 to reauthorize Brand USA,” said Bilirakis. “We should ensure Brand USA remains strong and accountable as the global competition for travelers intensifies.” He announced new legislation filed with Congresswoman Castor to increase funding for Brand USA ahead of America’s 250th anniversary celebrations.

The hearing also included discussion on Daylight Saving Time (DST) practices. According to Bilirakis: “Many argue that more evening daylight boosts consumer activity and tourism; others raise valid concerns about sleep, road safety, and school routines.” He added that it is Congress’s responsibility to weigh these tradeoffs when considering changes to DST or maintaining current practices.

“Our job is to take actions that help American workers, businesses, and visitors alike,” said Bilirakis. “So we can deliver wins for communities like mine and yours—giving families and businesses opportunity and certainty, whether we ‘lock the clock’ or maintain the status quo.”
