Charles Anthony Forame, IV, a 33-year-old resident of Brooklyn Park, Maryland, has been sentenced to 20 years in federal prison for child sexual exploitation offenses. U.S. District Judge Deborah K. Chasanow also ordered that Forame serve a lifetime of supervised release following his imprisonment.
The sentencing was announced by Kelly O. Hayes, U.S. Attorney for the District of Maryland, alongside officials from the Federal Bureau of Investigation (FBI) Baltimore Field Office and several local law enforcement agencies and state’s attorney offices.
According to information presented in court as part of Forame's guilty plea, he used Snapchat to contact teenage girls online. He misrepresented his age as 19 and persuaded victims—aged between 13 and 16—to send explicit images or meet him in person for sexual acts. In some cases, he offered vapes or marijuana in exchange for these images or acts. When victims tried to end their interactions with him, Forame threatened to expose their images publicly. The conduct involved nine victims and took place between September 2023 and May 2024.
This prosecution is part of Project Safe Childhood, an initiative started by the Department of Justice in May 2006 aimed at addressing child sexual exploitation through coordinated efforts among federal, state, and local authorities. The project focuses on investigating and prosecuting individuals who exploit children online and rescuing victims nationwide.
