Three men indicted for series of armed carjackings in Philadelphia

Three Philadelphia residents, Rasheen Harvey-Fields, 18, Tavon Fry, 20, and Saair Steele, 21, have been charged in federal court with conspiracy to commit carjackings and related firearms offenses. The announcement was made by United States Attorney David Metcalf.

Harvey-Fields and Fry appeared in federal court this week for their initial hearings. Steele had his initial appearance last week. All three remain in federal custody.

According to the superseding indictment, from June 25 to at least July 11, 2025, the defendants and others allegedly conspired to steal multiple vehicles at gunpoint. Authorities say the stolen vehicles were often used to commit additional crimes such as robbery and aggravated assault.

The indictment further alleges that the defendants sometimes posed as buyers or sellers of marijuana to deceive victims and facilitate the carjackings. In other instances, they targeted people who were leaving their vehicles.

The charges detail a total of eleven carjackings that took place across various locations in Philadelphia during late June and early July:

- June 25: 1400 block of Bouvier Street (Harvey-Fields and others)

- June 28: 3100 block of West Arizona Street (Harvey-Fields and others)

- June 29: 3100 block of West Arizona Street (Harvey-Fields, Fry, and others)

- July 1: 11th and Wallace streets (Harvey-Fields and others)

- July 3: Multiple incidents on North 60th Street; South 55th Street; North 5th Street (involving Harvey-Fields, Steele, and others)

- July 6: Incidents on West Girard Avenue; West Cumberland Street (involving Harvey-Fields, Steele, and others)

- July 7: Incidents on West Arizona Street; Natrona Street (Harvey-Fields and others)

If convicted on all counts, each defendant could face a maximum sentence of life imprisonment.

The case is being investigated by the Philadelphia Police Department alongside the Bureau of Alcohol, Tobacco, Firearms and Explosives. Prosecution is being handled by Special Assistant United States Attorneys Branwen McNabb O’Donnell and Shannon Zabel.

"The charges and allegations contained in the superseding indictment are merely accusations. Every defendant is presumed to be innocent unless and until proven guilty in court," according to the press release from the U.S. Attorney’s Office.
