Tracy Ann Mannon, also known as Tracy Ann Moore and Tracy A. Carter, has been sentenced to 60 years in prison for second-degree murder in Indian Country. The sentencing was announced by the United States Attorney’s Office for the Eastern District of Oklahoma.
The case stems from an incident on February 26, 2024, when Mannon killed a victim by bludgeoning and stabbing at a residence in Wilburton, Latimer County. The crime took place within the Choctaw Nation Reservation.
Mannon pleaded guilty to the charge on April 21, 2025. Law enforcement agencies involved in the investigation included the Oklahoma State Bureau of Investigation, Wilburton Police Department, and Choctaw Nation Lighthorse Police.
“The Honorable John C. Coughenour, U.S. District Judge in the United States District Court for the Western District of Washington, sitting by assignment, presided over the hearing,” according to the press release. “Mannon will remain in the custody of the U.S. Marshals Service pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable sentence of incarceration.”
