Annandale man receives ten-year prison sentence for drug trafficking and firearms offenses

An Annandale resident, David Monroy, 28, has been sentenced to ten years in prison following his conviction for possession with intent to distribute fentanyl and possessing a firearm in furtherance of drug trafficking.

Court documents indicate that Monroy had prior convictions. In 2017, he was found guilty of three counts of possession with intent to distribute Xanax and felony possession with intent to distribute marijuana. In 2020, he was convicted of two counts of distributing Etizolam, as well as charges related to illegal firearm possession while being a felon and during drug offenses.

Authorities reported that on June 2, Monroy gave money to another individual—a straw-purchaser—to buy a firearm on his behalf. Monroy compensated this person with drugs. As a previously convicted felon, Monroy is prohibited from buying or owning firearms or ammunition.

The following day, Fairfax County Police stopped Monroy’s vehicle. They confiscated nearly 16 grams of cocaine, 39 oxycodone tablets, and 41 clonazepam tablets. Police also seized the handgun purchased the previous day; it had an extended magazine. A search at Monroy’s home later led officers to additional drugs—about 0.73 grams of methamphetamine, more than 12 grams of cocaine, and close to 2,500 fentanyl tablets—as well as another loaded handgun with its serial number removed and an extended magazine.

The sentencing announcement was made by Lindsey Halligan, U.S. Attorney for the Eastern District of Virginia; Reid Davis, Special Agent in Charge of the FBI Washington Field Office's Criminal Division; and Kevin Davis, Fairfax County Chief of Police. Senior U.S. District Judge Anthony J. Trenga handed down the sentence.

Support for the investigation came from the Washington/Baltimore High Intensity Drug Trafficking Area (HIDTA) task force.

Assistant U.S. Attorney Marc J. Birnbaum prosecuted the case.
