U.S. requests Mexico's review on alleged worker rights violations at Campeche facility

(BSM) and P.M.I. Norteamérica S.A. de C.V. (PMI NASA). This action involves the Rapid Response Labor Mechanism (RRM) under the United States-Mexico-Canada Agreement (USMCA), which aims to ensure fair labor practices.

The request follows a petition from Orden Mexicana de Profesionales Marítimos y Portuarios, Similares y Conexos (ORDEN), an independent Mexican union, alleging interference with union activities and unlawful dismissal of striking workers. The Interagency Labor Committee for Monitoring and Enforcement (ILC), co-chaired by the Secretary of Labor and the United States Trade Representative, reviewed the petition and found credible evidence supporting these claims.

The U.S. Trade Representative has formally asked Mexico to determine if there is a denial of workers' rights at the facility. Mexico must decide within 10 days whether to conduct this review and has 45 days to complete it if agreed upon.

The RRM was developed during the first Trump administration as part of efforts to address weak labor law enforcement in Mexican workplaces competing with U.S. businesses.
