Chairman Steil introduces MEGA Act proposing new federal election standards

Committee on House Administration Chairman Bryan Steil (WI-01) has introduced the Make Elections Great Again (MEGA) Act, a package of proposed federal election reforms. The legislation aims to set baseline requirements for how states conduct elections.

The MEGA Act would require photo identification for voting, mandate that states verify citizenship during voter registration, and establish stricter procedures for maintaining accurate voter lists. It also seeks to ensure that mail-in ballots are only counted if received by the close of polls on Election Day and requires states to use paper ballots that can be audited. Additional provisions include bans on ballot harvesting, ranked choice voting, and universal vote by mail.

"Americans should be confident their elections are being run with integrity – including commonsense voter ID requirements, clean voter rolls, and citizenship verification," said Chairman Steil. "These reforms will improve voter confidence, bolster election integrity, and make it easy to vote, but hard to cheat."

The bill is scheduled for introduction during an upcoming House pro-forma session.

Several organizations and individuals have expressed support for the proposal. Scott Presler, Founder of Early Vote Action, stated: "I’ve spent the last decade registering voters across the country and empowering Americans to vote. Cleta Mitchell from the Election Integrity Network described MEGA as "a fantastic comprehensive bill that restores integrity to our elections."

Kenneth Blackwell of the America First Policy Institute commented: "Noncitizen voting in American elections is unacceptable. As an American citizen, casting a ballot is a civic duty, a unique privilege, and a fundamental right to help determine who represents you in government and who will stand for your ideas, values, and freedom. And that right...is discarded when noncitizens are allowed to vote," adding support for provisions like photo ID requirements and prohibitions on ranked-choice voting.

Jason Snead from Honest Elections Project Action said: "Americans deserve elections that they can trust...House Republicans have proven that they are not shying away from the fight to make it easy to vote and hard to cheat."

Ken Cuccinelli of the Election Transparency Initiative noted: "This omnibus sets the minimum national standards voters expect: photo ID, citizenship verification, accurate voter rolls..." He added that these measures would address loopholes such as ballot harvesting.

J. Christian Adams from Public Interest Legal Foundation emphasized improvements in voter roll maintenance obligations under existing federal law.

Justin Riemer of Restoring Integrity and Trust in Elections remarked: "I applaud Chairman Steil for leading efforts to reform and modernize our elections system...Reform is long overdue."

The Committee on House Administration has oversight authority over federal elections processes in the United States. Previously, Chairman Steil introduced similar legislation through the American Confidence in Elections (ACE) Act during the 118th Congress.
