Grant Allen Fletcher, 47, of Arapahoe, Wyoming, was sentenced to three years’ probation for failing to register as a sex offender. Court records show that Fletcher had previously received four years’ probation in November 2002 for aggravated sexual abuse. As a result, he is classified as a Tier III sex offender and must register for life under the Sex Offender Registration and Notification Act (SORNA), updating his registration every 90 days in person. Fletcher last updated his registration with Wind River SORNA on September 3, 2024, but failed to appear by December 2 as required. He was indicted on March 20 and pleaded guilty on October 2. The U.S. Marshal Service investigated the case, which was prosecuted by Assistant U.S. Attorney Timothy W. Gist. U.S. District Court Judge Alan B. Johnson imposed the sentence on December 19 in Cheyenne.
Michael Brockmeier, 41, of Casper, Wyoming, received a sentence of 24 months in prison followed by three years of supervised release for being a felon in possession of a firearm. On May 3, Casper Police responded to reports of shots fired during a family dispute; witnesses said Brockmeier fired multiple rounds into the air while his significant other attempted to leave with two children present. As a convicted felon, he was prohibited from possessing firearms. The Bureau of Alcohol, Tobacco, Firearms and Explosives and Casper Police Department investigated the incident; Assistant U.S. Attorney Paige Hammer prosecuted the case. Brockmeier was indicted July 16 and pleaded guilty September 9; sentencing took place December 16 before U.S. District Court Judge Scott W. Skavdahl.
Gerald Edward White, 60, of Medicine Bow, Wyoming, was sentenced to just over four years (51 months) in prison and three years’ supervised release for possession with intent to distribute methamphetamine after law enforcement found approximately 1.5 pounds of methamphetamine during a February traffic stop. The investigation involved the Wyoming Division of Criminal Investigation and Albany County Sheriff’s Office; prosecution was handled by Assistant U.S. Attorneys Margaret Vierbuchen and Z. Seth Griswold before Chief U.S. District Court Judge Kelly H. Rankin.
Rigoberto Martinez-Ramos, age 30 from Chihuahua, Mexico, received a sentence of time served plus up to ten days for deportation proceedings after being convicted for illegal reentry into the United States following prior removal in February 2015; he had been encountered by Casper Police responding to a disturbance call on September 28 and identified through fingerprinting with assistance from Immigration and Customs Enforcement (ICE). Assistant U.S. Attorney Cameron J. Cook prosecuted this case before Judge Scott W Skavdahl.
Juan Chilel-Lopez, age 34 from San Marcos Guatemala also received time served plus up to ten days pending deportation after admitting illegal reentry following previous removal in 2012; Cheyenne Police stopped him October 5 during a traffic stop where ICE confirmed his status via fingerprints analysis—Assistant U.S Attorney Cameron J Cook prosecuted before Judge Alan B Johnson.
