Federal authorities in Wyoming have announced several recent sentences for federal crimes, including firearms offenses, drug trafficking, and illegal re-entry cases.
Randall Thomas Bailey, 65, of Cody, Wyoming, received a sentence of 51 months in prison followed by three years of supervised release. He was convicted for possession of a firearm by a person subject to a court order and possession of an unregistered firearm. According to court documents, the Cody Police Department discovered suspected pipe bombs while executing a state search warrant at Bailey’s home in November 2024. After finding the devices, officers contacted the Alcohol, Tobacco, Firearms and Explosives (ATF) Cheyenne office and withdrew from the scene until additional support arrived. Law enforcement recovered 28 illegally possessed firearms—including a machinegun and silencer—as well as two functional pipe bombs. The investigation involved the Cody Police Department, Park County Sheriff’s Office, Natrona County Sheriff’s Office, and ATF. Assistant U.S. Attorney Paige Hammer prosecuted the case before U.S. District Court Judge Scott W. Skavdahl.
In another case, Saul Andrew Garcia, 26, of Irwin, Idaho was sentenced to 120 months in prison with five years of supervised release after being convicted on charges related to conspiracy to distribute cocaine and three counts of distribution of cocaine. Court records show that the Wyoming Division of Criminal Investigation (DCI), Southwest Enforcement Team began investigating individuals trafficking cocaine in the Jackson Hole area in November 2023. Agents determined that Garcia was part of a group responsible for moving multiple pounds of cocaine from Phoenix, Arizona into counties in both Wyoming and Idaho. The DCI and Drug Enforcement Administration (DEA) led the investigation; Assistant U.S. Attorney Z. Seth Griswold prosecuted before U.S. District Court Judge Alan B. Johnson.
Two cases involved illegal re-entry into the United States by previously deported individuals:
Ivan Jorge Lucero-Lazalde, 40, from Juarez, Mexico was sentenced to time served (61 days) plus ten additional days for deportation proceedings after being found guilty of illegal re-entry following removal from the U.S., which had occurred previously in 2006 without permission to return.
Orlin Yobani Mejia-Cabellero, 35, from Departamento de Copan, Honduras received a ten-month prison sentence for similar charges after authorities determined he had been removed multiple times between 2008 and 2018 without authorization to return.
Both cases were investigated by Immigration and Customs Enforcement (ICE), prosecuted by Assistant U.S. Attorney Cameron J. Cook before Judge Skavdahl.
