Canadian resident in Alabama indicted for allegedly voting illegally in multiple elections

A federal grand jury in Birmingham has indicted a Canadian citizen, Franc Neil Maloney, on charges of fraudulent voting. The announcement was made by U.S. Attorney Prim F. Escalona.

Maloney, 71, is a lawful permanent resident residing in Blount County, Alabama. According to the indictment filed in U.S. District Court, Maloney has never obtained U.S. citizenship but registered to vote and participated in multiple elections despite knowing that only citizens are allowed to vote under Alabama law. The indictment states that he voted in every major election since registering, including the primary and general elections held in 2018, 2020, 2022, and 2024.

The investigation was conducted by Homeland Security Investigations (HSI), with support from the Alabama Secretary of State’s Office and IRS Criminal Investigation (IRS-CI). Assistant United States Attorney Brett A. Janich is handling the prosecution.

If convicted, Maloney faces a maximum penalty of five years imprisonment for the charged offense.

"An indictment is merely an allegation. All defendants are presumed innocent unless and until proven guilty in a court of law," according to the statement.
