Garland Leon Seay, a 39-year-old resident of Haileyville, Oklahoma, has been sentenced to five years’ probation for two counts of theft of government property and one count of entering a military installation for a prohibited purpose. The sentences will run concurrently.
The case followed an investigation by the McAlester Army Ammunition Plant Police Department, the Pittsburg County Sheriff’s Office, the Savanna Police Department, and the Federal Bureau of Investigation. Authorities reported that on July 22, 2024, Seay was found with items stolen from the McAlester Army Ammunition Plant (MCAAP), including an inert training missile. Further investigation led to the recovery of additional MCAAP property that had been taken over the previous year.
Seay pleaded guilty to all charges on April 22, 2026. The sentencing hearing took place in Muskogee, Oklahoma, with U.S. District Judge Robert J. Shelby from the District of Utah presiding by assignment.
Assistant U.S. Attorneys Lewis M. Reagan and T. Cameron McEwen prosecuted the case.
