Joshua Rosser, a 28-year-old resident of the District of Columbia, was sentenced to eight months in prison after pleading guilty to charges stemming from a high-speed chase and collisions with law enforcement vehicles. The sentencing took place in U.S. District Court, as announced by U.S. Attorney Jeanine Ferris Pirro.
Rosser admitted guilt on October 7, 2025, before Judge Loren L. AliKhan to one federal misdemeanor count of assaulting, resisting or impeding certain officers and one D.C. Code felony count of fleeing from law enforcement. In addition to the prison term, Judge AliKhan ordered Rosser to serve 12 months of supervised release for the federal charge and three years for the D.C. charge. He must also pay $4,528.92 in restitution for damage caused to law enforcement vehicles.
Court documents show that on September 2, 2025, officers observed an SUV with heavily tinted windows and a counterfeit Texas Buyer’s Tag while in unmarked police cruisers. After confirming the tag was fake, they attempted a traffic stop using an unmarked U.S. Marshals Service vehicle with four Deputy U.S. Marshals inside and an unmarked U.S. Park Police vehicle with two officers behind the SUV.
As one officer exited his vehicle, Rosser accelerated forward and struck the U.S. Marshals Service vehicle occupied by four deputies. He then fled at speeds over 80 miles per hour and drove against traffic on one-way streets during a pursuit that lasted about ten minutes.
During the chase, Rosser's SUV collided with another USMS vehicle carrying three Deputy U.S. Marshals, injuring one deputy marshal before he continued to flee until coming to a stop and being arrested.
The investigation involved multiple agencies including the U.S. Marshal’s Service, U.S. Park Police, FBI Washington Field Office, and Metropolitan Police Department. Assistant U.S. Attorney Jared English prosecuted the case.
"This case was investigated by the U.S. Marshal’s Service, U.S. Park Police, FBI Washington Field Office, and the Metropolitan Police Department," according to the announcement.
