Greece pawn shop owner sentenced to five years for role in multi-state theft ring

Dominic Sprague, a 42-year-old resident of Greece, New York, has been sentenced to five years in federal prison for his involvement in a retail theft ring that trafficked stolen goods across state lines. The sentencing was announced by U.S. Attorney Michael DiGiacomo and handed down by Chief U.S. District Judge Elizabeth A. Wolford.

According to Assistant U.S. Attorney Kyle P. Rossi, between December 2021 and October 17, 2024, Sprague conspired with several individuals—including Amanda Reeves, Shabon Banks, Chad Lewis Jr., and pawn shop manager James Civiletti—to buy and sell merchandise stolen from retail stores.

"Reeves, Banks, and Lewis stole new-in-box items from store shelves on a weekly and sometimes daily basis, both alone and in concert with one another. They then sold the stolen goods to the pawn shop, which was managed by Civiletti, for a fraction of their actual retail value," said Rossi. "The pawn shop then resold the stolen merchandise on eBay at much higher prices, resulting in significant profits."

Investigators found that the New York Gold Diamond Pawn Shop purchased nearly 38,000 new-in-box stolen items from Reeves, Banks, and Lewis over more than 670 transactions. The shop paid about $290,000 for these goods—approximately one-quarter of their total retail value—leading to losses of around $1.16 million for retailers.

Banks, Reeves, Lewis and Civiletti have all previously been convicted in connection with the scheme.

The investigation involved multiple agencies: the Greece Police Department led by Chief Michael Wood; Monroe County Sheriff’s Office under Sheriff Todd Baxter; Homeland Security Investigations directed by Special Agent Erin Keegan; and the Internal Revenue Service Criminal Investigations Division overseen by Special Agent Harry Chavis.
