Christos Sinchuk Rallis, a 52-year-old resident of Warrington, Pennsylvania, has been sentenced to 100 months in prison and ten years of supervised release for child pornography offenses. The sentence was handed down by United States District Judge Joel H. Slomsky. In addition to the prison term, Sinchuk Rallis was ordered to pay $38,000 in restitution to minor victims.
Sinchuk Rallis was indicted in January of last year on charges related to the distribution and possession of child pornography. He pleaded guilty to both charges in August.
According to court filings and statements made during the proceedings, Sinchuk Rallis sought out and distributed images depicting severe sexual abuse of children, including material involving rape, torture, or bondage of infants and young children. A forensic review found more than 609 videos and 249 images containing child sexual abuse material on his devices.
At the time these crimes were committed, Sinchuk Rallis worked as a correctional officer in Bucks County. Before moving to Pennsylvania, he had served as a police officer in San Francisco for 16 years.
The investigation into this case was conducted by the Department of Homeland Security Office of Inspector General. Assistant United States Attorney Ruth Mandelbaum prosecuted the case.
United States Attorney David Metcalf stated: "This defendant’s conduct is horrific and deeply disturbing. We are grateful for the hard work of our law enforcement partners who brought him to justice."
This prosecution falls under Project Safe Childhood, an initiative launched by the Department of Justice in May 2006 aimed at combating child sexual exploitation and abuse nationwide. The program coordinates efforts among federal, state, and local agencies to investigate and prosecute individuals who exploit children online while also working to identify and assist victims.
