Maryland man charged with second degree murder in Washington D.C. stabbing

Shawn Conway, a 50-year-old resident of Oxon Hill, Maryland, has been charged with second degree murder while armed in connection to a fatal stabbing that occurred in Washington, D.C. The charge was announced by U.S. Attorney Jeanine Ferris Pirro.

Judge Dayna Dayson determined there was probable cause to proceed with the charge after a preliminary hearing on February 18, 2026, at the Superior Court of the District of Columbia. Judge Dayson also ordered that Conway remain detained at D.C. Jail pending further proceedings.

Court documents state that police responded to emergency calls around 3:53 a.m. on September 13, 2025, reporting a stabbing outside 2000 14th Street NW. Officers found Jermaine Foster lying on the sidewalk with sharp force injuries and unresponsive. Emergency medical personnel transported Foster to Howard University Hospital where he was pronounced dead at 4:41 a.m.

Investigators identified Conway as the suspect through witness interviews, social media evidence, and surveillance video footage showing him allegedly stabbing Foster multiple times.

Interim Chief Jeffery Carroll of the Metropolitan Police Department joined U.S. Attorney Pirro in announcing the charges. The case is being investigated by the Metropolitan Police Department and prosecuted by Assistant U.S. Attorney Nebiyu Feleke.

“A complaint or indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law,” according to officials.
