House Appropriations Committee Chairman Tom Cole has released new guidance for Fiscal Year 2027 regarding programmatic, language, and Community Project Funding requests. Members of the House may begin submitting their requests starting Wednesday, February 25.
In a message to colleagues, Cole stated: "I am pleased to announce the beginning of the Fiscal Year 2027 appropriations process. On Wednesday, February 25, Members may begin submitting programmatic and language requests and Community Project Funding requests for the upcoming year."
Cole noted that subcommittee chairs will issue further instructions specific to each appropriations bill this week. He encouraged members to carefully review each subcommittee’s guidance to confirm eligibility and ensure compliance with all requirements. "Due to high interest and demand, the limit for Community Project Funding requests is now increased to 20 projects per Member," Cole added.
The House Committee on Appropriations provides detailed guidance for community project funding requests as part of its work drafting annual spending bills that allocate federal funds for government operations (https://appropriations.house.gov). The committee also influences policy through legislation such as the Continuing Appropriations Act.
Members can submit three types of requests: programmatic, language, and Community Project Funding. Programmatic requests ask for funding levels for specific programs or activities within a bill. Language requests propose bill or report language encouraging or directing certain actions but do not direct funds to particular entities. Community Project Funding allows members to request federal support for local projects that meet legal requirements and have a clear federal connection.
