A Portsmouth resident, Saah Kinte Mills, 43, has been sentenced to five years in prison following his conviction for possession with intent to distribute fentanyl. The sentencing took place on February 24, 2026.
Court records show that in early 2025, law enforcement officials carried out four controlled purchases from Mills. During these operations, Mills sold about 11 grams of fentanyl, another 11 grams of a mixture containing both fentanyl and heroin, and an additional 2.41 grams consisting of heroin, fentanyl, and xylazine.
Mills was arrested by narcotics detectives on April 11, 2025. At the time of his arrest in Portsmouth, he had nearly 11 grams of cocaine in his possession. A subsequent search of his residence led investigators to find a box of ammunition, over 31 grams of powder containing fentanyl, and approximately 29 grams of powder made up of para-fluorofentanyl, heroin, and fentanyl. Authorities also found evidence related to drug trafficking activities at the scene.
The investigation was conducted by Homeland Security Investigations (HSI) Washington, D.C., together with the Chesapeake Police Department. Assistant U.S. Attorney Darryl J. Mitchell handled the prosecution.
