Felon receives prison sentence for illegal firearm possession while on probation

Terrance Kelly, a 37-year-old resident of the District of Columbia, was sentenced to 21 months in prison for illegal possession of a firearm while on supervised probation. The sentencing took place in U.S. District Court and was announced by U.S. Attorney Jeanine Ferris Pirro.

Kelly had previously pleaded guilty on December 4, 2025, to one count of unlawful possession of a firearm and ammunition by a felon. In addition to his prison sentence, Judge Dabney L. Friedrich ordered that Kelly serve three years of supervised release following his incarceration.

Court documents state that on August 28, 2025, Special Police Officers detained Kelly after he threatened one of the officers. During the incident, Kelly handed over a small satchel to an officer. Inside the satchel was a loaded Glock 23 .40 caliber pistol with a magazine containing 22 cartridges.

Kelly’s criminal record includes eight prior convictions between 2006 and 2025. These include three convictions for driving under the influence, two for assault, two for unlawful possession of a firearm, as well as convictions for resisting a public officer and assaulting a police officer. At the time of his arrest with the pistol, Kelly was on supervised probation for a felony offense.

The Metropolitan Police Department conducted the investigation into this case. Assistant U.S. Attorney Kate Naseef prosecuted the matter.

"Terrance Kelly, 37, a previously convicted felon residing in the District of Columbia, was sentenced today in U.S. District Court for illegally carrying a firearm while on supervised probation," said U.S. Attorney Jeanine Ferris Pirro.
