Trump stated that since returning to office, his administration has secured the release of 101 detained Americans abroad within one year—a figure he described as a record-breaking achievement. He cited diplomatic efforts including a peace deal between Israel and Gaza for hostage releases, actions leading to the freedom of more than a dozen Americans from Venezuela, as well as releases from Afghanistan, Russia, and Belarus.

Reflecting on history, Trump noted that "47 years ago, the brutal Iranian regime seized power on the backs of American hostages." He said Iran has used detention as leverage against previous administrations but asserted that under his leadership this practice is being addressed through new policies.

Trump also announced an Executive Order expanding measures against foreign actors involved in wrongful detentions. The Secretary of State now has authority to designate countries as State Sponsors of Wrongful Detention with consequences such as sanctions or travel restrictions; Iran was named as the first country under this policy.
