Raymond Dodd, a 51-year-old resident of Washington D.C., was found guilty by a Superior Court jury on March 23 of kidnapping, strangulation, and assault charges related to an incident involving his romantic partner in March 2024, U.S. Attorney Jeanine Ferris Pirro announced.

The case highlights ongoing concerns about domestic violence and the safety of individuals within intimate relationships. Authorities say that such cases underscore the importance of prompt intervention and support for victims.

According to evidence presented by the government, Dodd assaulted his partner after an argument in their apartment at 1300 H Street NE on March 5, 2024. The evidence showed that he slapped her face, ordered her into the bedroom, tied her hands behind her back and then to her ankles, placed a scarf tightly around her face causing breathing difficulties, struck her again in the face, and urinated on her head. After several hours had passed and Dodd fell asleep, the victim managed to free one leg and sought help from a neighbor while still bound.

The announcement was made with Interim Chief Jeffery Carroll of the Metropolitan Police Department joining Pirro. The case was investigated by officers from the Metropolitan Police Department and prosecuted by Assistant United States Attorneys Anne Cotter and Randy Fultz.

Sentencing for Dodd is scheduled for May 29 before Superior Court Judge Carmen McLean.
