The House of Representatives passed legislation on Mar. 25 aimed at addressing crime and vandalism in the District of Columbia. The bill, known as H.R. 5103 or the Make the District of Columbia Safe and Beautiful Act of 2025, was introduced by Representative John McGuire and seeks to codify President Trump's executive order focused on public safety in the city.
Supporters say the measure is intended to restore law and order by enabling stronger enforcement of federal and local laws through a newly established D.C. Safe and Beautiful Commission. This commission will be responsible for coordinating efforts to reduce truancy, violent crime, and vandalism across Washington, D.C.
Chairman James Comer of the House Committee on Oversight and Government Reform said, “Thousands of Americans residing in and visiting D.C. have been the victims of rampant, uncontrollable crime unseen since the 1990s. While the D.C. Council has barely lifted a finger to combat crime, President Trump and Congressional Republicans have been taking important steps toward alleviating the problem and making D.C. a capital worth showing off again. The Make the District of Columbia Safe and Beautiful Act of 2025 builds on President Trump’s promise to make our nation’s capital a safe and secure city again and ensures that law and order will be consistently upheld. I commend Rep. McGuire for spearheading this effort to fight crime and make D.C. the enjoyable capital city Americans deserve.”
Representative McGuire also commented on why he introduced this legislation: “From the decisions made inside the Capitol Building, to the breathtaking cherry blossoms in the spring, D.C. is a hub for hard-working Americans and visitors, many of whom are my constituents. It’s common sense, cities that cooperate, communicate, and work as a team with local and federal law enforcement are safer for everyone,” said McGuire.
He continued: “Anyone who travels to D.C. should be safe while taking in the scenery and historic landmarks. The Make the District of Columbia Safe and Beautiful Act is common-sense legislation that ensures our capital remains a secure, clean, and beautiful representation of our great nation.” He thanked Chairman Comer for his support with this bill's passage through Congress.
The next step for H.R. 5103 is consideration by the Senate before it can proceed further.
