The President signed two congressional bills into law on April 13, according to an official announcement.
These laws address issues related to the recovery of art expropriated during the Holocaust and support for small business innovation programs. The legislative actions are intended to extend protections and provide resources in these areas.
S. 1884, known as the “Holocaust Expropriated Art Recovery Act of 2025,” permanently extends and expands judicial authority under a previous act from 2016. This measure is designed to assist in the recovery of artwork taken during the Holocaust era.
S. 3971, titled the “Small Business Innovation and Economic Security Act,” authorizes through Fiscal Year 2031 several federal programs that encourage small business research and technology transfer efforts. The act amends existing initiatives such as the Small Business Innovation Research program, Small Business Technology Transfer program, and related pilot programs.
These new laws reflect ongoing efforts by Congress to address historical injustices while also supporting economic development through innovation.
