State Department expands visa restrictions for Western Hemisphere to protect U.S. interests

The Department of State announced on Apr. 16 a significant expansion of its existing visa restriction policy aimed at individuals working on behalf of adversarial powers to undermine United States interests in the Western Hemisphere.

The move is part of efforts to advance American leadership, protect the homeland, and secure access to vital routes and areas throughout the region. The policy targets those who intentionally act on behalf of adversarial countries, their agents, or enterprises by directing, authorizing, funding, or supporting activities that are considered harmful to U.S. national interests in the hemisphere.

According to the Department of State, "this expanded policy enables us to restrict U.S. visas for nationals of countries in our region who... knowingly direct, authorize, fund, or provide significant support to, or carry out activities that are adversarial to and undermine America’s interests in our hemisphere." The statement adds that these individuals and their immediate family members will generally be ineligible for entry into the United States.

Activities covered by this policy include enabling adversarial powers to acquire key assets or strategic resources within the hemisphere; destabilizing regional security; undermining American economic interests; and conducting influence operations designed to weaken sovereignty and stability in nations across the region.

To show its commitment under this expanded approach, the Trump Administration has imposed visa restrictions on 26 individuals from across the hemisphere who have engaged in such activities. The actions are being taken pursuant to Section 212(a)(3)(C) of the Immigration and Nationality Act.

A spokesperson said: "The Trump Administration will use every available tool to protect our national security interests, defend American interests, and promote our region’s safety and prosperity."
