The Subcommittee on Modernization and Innovation announced on Apr. 17 that funding from the Modernization Initiatives Account has been approved for a new Constituent Engagement Innovation Project.
The project aims to update and expand how Members of Congress interact with their constituents by using new technologies and offering better data sharing between applications, while maintaining safeguards for Member data. This initiative is intended to give Members more choices among service providers, moving away from reliance on just a few Correspondence Management System vendors.
Chairwoman Stephanie Bice said, “This project represents a major breakthrough in improving how lawmakers engage with constituents. Having easy access to the latest tools and services for connecting with constituents can dramatically improve our district outreach efforts and ensure we are engaging constituents where they are.” Committee on House Administration Chairman Bryan Steil said, "It’s important that Congress continues to modernize with the rest of the country. This project will give us access to new, innovative tools to improve how we communicate and interact with our constituents. I thank Subcommittee Chair Bice for all her work on this project." Ranking Member Norma Torres said, “Constituent correspondence is one of the most essential responsibilities in Congress – it’s really the heart of our work. I’m excited about this project because of what can be made possible and easier for my colleagues in their service to their community. This investment in new technology will help strengthen the connection between our office and the people we serve.” Committee on House Administration Ranking Member Joe Morelle added, “The House of Representatives is the body closest to the American people, and is uniquely positioned to solve problems for them. This funding will help us ensure that Members have the tools to be even more responsive by delivering timely correspondence to their constituents and improving the quality of their engagement.”
According to hearings held by the subcommittee in December 2025, members have long faced limited options—typically only three or four CMS vendors—for managing constituent communications. The lack of competition has slowed innovation in this area.
The Modernization Initiatives Account was created under an appropriations act passed in fiscal year 2021 specifically to fund projects aimed at updating operations within the House.
According to the official website, the House Administration Committee serves as a standing committee focused on administrative matters within the U.S. House of Representatives, handles oversight over federal elections and Capitol security measures—including responses after events such as September 11th attacks or January 6th incident—and participates in joint committees related to library resources and printing services. The committee also played a significant role passing legislation like Help America Vote Act in 2002 which directed billions toward improving voting systems nationwide.
Looking ahead, supporters say that broader access to modern engagement tools could enhance both responsiveness and transparency between lawmakers’ offices and those they represent.
