Victor Allen, a 54-year-old resident of Burlington, Vermont, has been charged by criminal complaint with distribution of controlled substances, according to an announcement from the United States Attorney’s Office for the District of Vermont on April 22. Allen is scheduled to make his initial court appearance before United States Magistrate Judge Kevin J. Doyle in Burlington at 4:00 pm.
The case is significant as it highlights ongoing efforts by federal authorities to address drug-related crimes and protect community safety. According to court records, law enforcement conducted approximately ten purchases of controlled substances from Allen over a fourteen-month period between February 2025 and April 2026 at various locations in Chittenden County. This investigation led officers to obtain search warrants for two apartments associated with Allen on Grant Street and King Street in Burlington. On April 21, law enforcement executed these warrants and found Allen at the King Street apartment where he stated he was the only person staying there. Officers located more than a kilogram of suspected cocaine, about 50 grams of fentanyl, quantities of suspected cocaine base and methamphetamine, a significant amount of U.S. currency, a Ruger firearm, and equipment believed used for drug manufacturing.
The United States Attorney’s Office said that "the complaint contains allegations only and that Allen is presumed innocent until and unless proven guilty." If convicted, Allen faces up to twenty years imprisonment; however, sentencing would be determined by the District Court following advisory guidelines.
First Assistant United States Attorney Jonathan A. Ophardt said he commended "the investigatory efforts of the Drug Enforcement Administration, and the Burlington Police Department." The prosecutor in this case is Assistant United States Attorney Katherine Flynn while Allen is represented by the Federal Public Defender’s Office.
