Senators Jerry Moran and Angus King announced on April 29 the introduction of bipartisan legislation aimed at strengthening long-term workforce planning at the Department of Veterans Affairs. The Optimizing the VA Workforce for Veterans Act would require the department to develop a strategic plan aligning staffing levels with current and projected demand for services, including goals to improve productivity, recruit and retain key personnel, and reduce hiring times.
The proposal seeks to address workforce shortages within the VA by ensuring that staffing is responsive to veterans’ needs. According to Moran, "Veterans deserve a VA workforce that is adequately staffed to deliver the healthcare and benefits they have earned through service." He said that creating a mandatory strategy focused on outcomes will help the department better manage its workforce.
King said, "Our veterans served this country with grit and class, and now it is our turn to return the favor and provide access to the high-quality care and benefits they have rightly earned." He said that requiring a long-term strategy would help match industry best practices while addressing both current and future demands for services.
The bill also mandates advance notice from VA to Congress regarding significant staffing changes or reductions in force. Joseph R. Chenelly, National Executive Director of AMVETS, supported the measure: "Veterans deserve a VA that works for them, delivering the benefits and services that will make a meaningful difference in their lives after service." Michelle Salazar-Rodriguez, President of NOVA (Nurses Organization of Veterans Affairs), added support: "We commend the requirement for a comprehensive five-year strategic human capital plan...the legislation aims to ensure Veterans and their families receive timely access to high-quality care."
